The same model that has kept China adhering to global climate change goals and obligations.

At the root of many of the largest issues is the divide between how one group views human nature versus how the other side views it. The call to eventually abolish prisons is a fine example. Or, in my realm, the proposition that engaging kids who practice violence in schools in conversations and counseling to talk about their feelings will reform their behaviors, instead of punishment. Or nuclear disarmament agreements. Or universal basic income or more generous welfare benefits and sloth. The divide is at least partially explicable through the divide between Christians and secular humanists. The Christian is much more likely to recognize that all of us are fallen creatures, and thus there are innate drives towards selfishness, laziness, exploitation, hubris, and so on. The secular humanist believes we can perfect society and, thus, human beings. This is the ultimate hubris, and as Peter Hitchens is fond of saying, "The road to utopia is paved with blood." The 20th century is a testament to this.
