Admittedly, the Colorado River Basin is taking out too much water, however, the supply of water from
snowmelt is definitely diminishing...consistent with global temperature data...btw, this same scenario is playing out in the European Alps...ski areas are opening later and closing earlier...you can Google that yourself.
