US citizens abroad for drone strikes without solid evidence that they were terrorists who were a continuing danger to the public, and couldn’t be brought in safely.

You can argue whether the fact of US citizenship changes the DP requirements. I don’t agree, but I get the argument.

I don’t see it though as in any way comparable to the murder of Kashoghi.
