McCain sent his associate to London and meet Steele at airport after learning there is dirt on Trump. Without McCain's instruction, his associate has no guts to leak dossier to buzz feed. His rank is not high enough to meet Comey, that's why McCain has to go to meet Comey and give dossier in person. This is just common sense 101.
