The only thing that changed with the handover to Trump was that the ROE were expanded a bit, to increase the tolerance for civilian casualties. In other words, air support was allowed in instances where there was a higher chance of civilians being killed. But not much; it's not like all air support was green-lit.
That might have sped up the Iraq assault some. But I know people who argue that it had no real effect.
This was going to happen in 2019 no matter who was president.
