Steele was the head of the Russia desk at MI6. He was no rube.

It was always meant to be what is called "raw intelligence" - unverified info, but laying out the kinds of things that should be investigated.

And it was not the only thing that went into the FISA warrant, right-wing mythology notwithstanding.
