Ideally, things can be opened up gradually but it will be hard to hold back the floodwaters once there is even the tiniest of openings. The pressure to crank everything wide open will be immense. It'll be like the Sooner land rush of 1889.
The government needs to consider that private enterprise is going to be in a mad dash to get retail and businesses back up quickly. To keep the dam from breaking they should keep schools and public buildings closed longer to act as a bit of a drag on a full re-opening. Maybe restrict restaurants and theaters to 50% capacity for a bit too, but that's tough to police.
