Transparency ("sunlight") is generally a good thing, but it is rarely a deterrent absent punishment (e.g., loss of pensions, major fines, prison time). Lois Lerner's well-documented efforts to weaponize the IRS against conservative groups did nothing to deter the Obama and Biden administrations from taking a whole-of-government approach to persecute its political opponents. So of course, Democrats will do it again if they regain the White House in the future, unless indictments in jurisdictions outside of DC, Virginia, and New York (with their poisoned jury pools) are pending.
