Got it. Personal experience: I've seen it preserve jobs. I haven't seen it create new ones.
I think halting the flow of manufacturing jobs to China should be a strategic defense goal for every president. Smaller wars are often won by the more technically advanced and more highly trained, but world wars are won by sustainable economic power.
