1) Did the kid understand the risks?

Of course. He was accepted to Notre Dame which in and of itself demonstrates enough intellect and awareness to make any claim that he didn't understand absurd.

2) Should Notre Dame continue to allow this charitable tradition even among consenting students?

Absolutely not. Especially given the knowledge gained about CTE since the time long ago when the Bengal Bouts began.
