….student ID’s are issued by a private organization to students irrespective of where the are actually registered to vote, if at all.

Hunting and fishing licenses -IF accepted by some states as you claim, would at least be vetted by the state - and can cross referenced to drivers license, etc…but I personally wouldn’t even accept that.
