It's way too tough to "stop" things in a city that big (short of a harsh show of force). We just can't. I just wish government leaders would be focusing more on workarounds that still give people freedoms they want.
You mentioned masks on subways. That's good. Maybe allow bars open, but table seating with proper distance and no at-the-bar seating for now. Restaurants and churches could maybe open up if they install these new air filters that improve circulation cleanliness.
And open schools up with desks at proper distances and teachers with masks. Solutions to just move forward, not dangling the public with "cross this metric and we'll lock down."
