I don't think the cyclists were looting - at least not in Sturgis

Yes, much of it is outdoors with the exception of when it rains, and it did rain in Sturgis this year, but then, a lot of the fun at night happened indoors.
No social distancing and so on. No mask wearers. You get the drift.

Generally speaking, protesters weren't in bars celebrating.

almost 400K getting together in a small town.
