Banks are motivated to have a foolproof, trusted system, and even they get hacked sometimes, and it will get worse.

Do you think government bureaucrats are as motivated and talented as those setting up online banking?

You are thinking about what is possible. I am thinking about how the "possible" will be actually implemented and used.

We have the technology. Can the government implement it and use it successfully in ways that are transparent and cannot be subverted?
