You can't deny the fact that defense spending by NATO nations has increased more under Trump than with any other president. A primary reason for this is that he scared the shit out them. (Apparently he scared the shit out of you as well, a harmless side effect of his efforts.) It worked. He is strengthening NATO.

Ukrainian aid legislation is a Congress issue, but Trump has continued to provide the aid authorized by Congress...it is still going there today, and $62B is still on schedule for Trump to send (per your link). Your link also mentions that Trump is allowing NATO to send advanced US weapons, which he did without legislation. So, your statement that he cut off aid is not supported by your link.
