Europeans were very nervous about Putin at the time...and yet the national governments of NATO didn't increase their spending until Trump started to threaten them. It is a bit revisionist to claim otherwise. They literally started having internal meetings on how to handle Trump, and started increasing their spending in response. Some European leaders have publicly acknowledged they did this in direct response to Trump...I recall an interview with one of the Swedish leaders of NATO stating that. FInnish President Stubb has stated this publicly.
