Not a fan of for-profit in social good situations (ed/med/etc), but fraud is rampant in Medicare/aid

So, before expanding those programs, something needs to be done about the leakage. The for-profit incentive doesn't work in the best interests of patients necessarily, but it's a check to the exploitation that otherwise occurs. But regardless, something needs to change.
