The UN and the World Court are aligned against the US right now. They are more aligned with China. Doing this to Putin could open up the possibility of them trying it with other Super Powers.
Also, I think Trump also mistakenly finds some common ground with Putin because of the false prosecution and needless Russia/Russia/Russia BS that he (Trump) endured.
Putin is not deserving of such sympathy.
But your point is the main reason,I believe as well.
