They were not transported for any of the above-mentioned reasons. In fact, not a single element of the above-noted definition has been met. Further you're assuming facts not in evidence. Namely that the people in question were here legally. Additionally that they were moved under false pretenses for nefarious intent. For politically purposes? Good luck making that charge stick!
