Not always true. I got to meet former Atlanta Hawk Charlie Criss, and here's what he said

He languished in the old Continental Basketball Association for seven years because no one in the NBA would give him a chance. When he got a chance, he stuck for 8 years.

Sometimes - make that oftentimes - coaches sit the better player for whatever reason. Look at Dexter Williams. He languished on the bench for three years even though he was clearly the better running back than Josh Adams.
