Recruiting is going very well right now - ND probably lands around 7 or 8 this year. Had they had on-campus visits, top 5 was very possible. Without getting the likes of Rucci, Shipley, etc back on campus or on for the first time though, that ship sailed. Even still, Notre Dame's wide receiving room is about to be loaded. So it really comes down to Buchner. If he is the goods, then ND has a shot at a title with this extension. If he isn't, ND won't win one under Kelly but will have a bunch more 10+ win seasons. It shouldn't have taken 10 years for Kelly to land and develop an elite QB, but Buchner might finally be that QB. If he is, we'll have a shot at a natty.
There isn't someone out there right now that would be a no-brainer for Notre Dame either. There are a few young coaches coming up that look like they could be in the next generation of great coaches, but none ready enough to step in at a place like Notre Dame and take the program to the next level. In a few years Brohm, Fleck, etc will have larger bodies of work.
