Rees is the embodiment of the Peter Principle. He was elevated too far too fast.
From what I've seen in each of his stops, he's not really expanded beyond what we saw at ND. He probably needed to work through various position coaching positions before getting the OC. But, can't put that toothpaste back in the tube.
