Philly's DA, Larry Krasner, believes cash bail is oppressive. So, two weeks ago he got a car-jacker's bail reduced by 90%. The dude then fatally shot a man in the chest while trying to rob him. Apparently he was enraged that the victim had left his wallet at home while walking his dog.
