The Democrats will put two separate bills on the floor: the bipartisan infrastructure bill and the human infrastructure bill.
If Mitch and the gang want to vote no on the former, then they can. Then the Democrats get all the credit for both.
Biden’s calculation is that the GOP has to agree on the former and agree to disagree on the latter. Doing so allows Biden to claim some measure of bipartisanship, and allows Mitch to share credit for infrastructure (immensely popular with voters), yet distinguish the GOP on human infrastructure as too fiscally irresponsible.
Furthe, yes, I am sure of it or they wouldn't have done the press conference celebrating success.
They would have made them look like dupes down the road when Biden pulled his "switcharoo", and they know it.

Of course, Mitch will play this like the maestro he is and leave Chuck S and co. sputtering with indignant outrage.
They and multiple of the more moderate GOPers had been working their heads off the craft this compromise, and they rolled it out with Biden on TV. Then, he turns right around in next presser and says, “ yeah, we’ll pass that, but I will then only consider signing it if it is in conjunction with a second bill that gives the Dems everything they wanted all along”.
In other words, the compromise is worth nothing and is just a vehicle to pass the radical agenda items anyways.
What an idiot for Commander Applesauce to say this publicly ( well, the plan is also idiotic, but the forewarning is a strategic blunder of massive proportions.
Now all Republicans know that Biden’s Handlers cannot be trusted, and so do Sinnema and Manchin.
And the Dems are reminded yet again that bad things happen when Joe runs out of script or faces spontaneous questions.
