The most likely explanation would be Fluent (Wernicke's) Aphasia, but, of course, the BidenHandlers won't release Joe's complete medical records, and Biden won't allow himself to be examined.
He needs to be evaluated by a dementia specialist and a neurologist for more specific diagnosis and help.
It is not only in the country's best interest, but his as well to be taken out of the horrible position he is in as puppet president.
