...as to the topic...JB was voicing his concern for chaos on both sides if bussing was federally mandated...not the best of word choices, but, In the context of Joe Biden's complete political history, he certainly wasn't making a racial slur...that's YOUR bailiwick.
The actual context was to prevent bussing of black children to better (predominantly white) schools. Biden allied with the segregationists.
