When in doubt, I tend to lean on Posse Comitatus with a broad brush.
There are certain elements here and there that all of us would love to see maximum force used against, but this one's a really slippery slope. U.S. laws are meant to be handled by law enforcement agents. Even against the worst of society, I do not like the thought of military forces getting involved.
Do you recall the country of CHAZ? Do you recall the call from the City of CHI for federal help?
Trump was referring to those times where either the local police forces are unwilling or unable to protect the right of US citizen's guaranteed in the Constitution. Nothing more.
Trump is about as far away from wanting to enforce federal power on a local level as any candidate since Reagan.

The proper response (so as to protect the citizens guaranteed these rights) and to prevent it happening again is to go in and arrest them and then try them, and then if found guilty, send them away for the maximum amount of time available.
I know. I get the sentiment behind all of that.
