My assumption of the Gaza chatter is that he is trying to get the Arabs to get off their ass and contribute something meaningful to the process. Which, in this case, might be an Arab coalition to rebuild Gaza.
He often seems to use an outrageous first demand to move the midpoint closer to something he can tolerate.
