Not a mistake. It's right on the target based on the intelligence. It's a military award ceremony
held in a university facility in Sumy. Since it's an award ceremony, there were family members attended, causing some civilian losses unfortunately. But it's the war! The target is legislative military target. Ukraine did same thing on Russian military gathering too in the past.
