It is a scourge on our democracy. But the GOP loves it, along with the other structural, undemocratic advantages that the system gives them.
A backlash will come. DC and Puerto Rico will be states, to start. As they should.
Six New England states are represented exclusively by Dems. 21 Dems, 0 GOP. Approx 40% of the voters in those states vote GOP. 0 GOP representatives.
