the people and all the taxpayers in this country. MLK day is observed by government agencies, public schools and Wall Street. Only those people working for those employers enjoy a day off and have a chance to get a free admission to national park. But national park services is funded by all taxpayers. If you want to be fair, you need to choose a holiday observed by most taxpayers, e.g. like Ned mentioned, Labor Day to offer free admission to national parks.

- Memorial Day (interesting that was excluded)
- Flag Day (also advertised parenthetically as President Trump’s birthday...apparently he just can't help himself)
Independence Day weekend
Nat'l Park Service’s birthday
Constitution Day
Teddy Roosevelt’s birthday

Removed:
- MLK Day
- the first day of National Park Week
- Juneteenth
- Anniversary of the Great American Outdoors Act
- National Public Lands Day.

Also new: free days only apply to US citizens and residents (which I assume means legal residents?).

Volunteer workers with previous volunteer history retain their free year round passes. Military and gold star families are free year round. All 4th graders are free year round. Not sure when we will ever see an end to blatant 5th graderism.
