It's about what is preventable and what is not.
If someone dies in a car accident due to bad weather it is a tragedy. If someone dies in a car accident hit by a drunk driver, it's not just tragic it is enraging because it was preventable. Industrial accident where management ignored safety concerns. Et cetera, et cetera I could go on with examples.
So the situation where a repeat violent offender being protected by a sanctuary city kills someone, it offends normal people's sensibilities.
