Vance is staking out more of an "tariffs/industrial policy" approach as opposed to a Reagan/Friedman free markets ideology.
Perhaps he's currying favor with his boss... or trying to distinguish himself from Rubio, who's very pro-freedom oriented on everything.
Trump has never been a Republican idealogue... and has the same OCD tendencies as the Dems.
Vance wants to be his heir.
It's not clear how traditional Republican donors will react.

Free trade has been an unmitigated disaster for the West. It was pushed by naive economists and businesses who desperately wanted East Asian slave labor. But it still has very strong support, especially among older politicians.
