decision...is the penalty warranted, or not? I say it is...rather than protect the existing lie, BD used his feet to push down several tufts of fescue in the expected line of his swing.

Of course it's a two stroke penalty.
He improved his lie. There was zero chance he was going to get a clean shot at that ball if he didn't improve his lie.
The only part I disagree with is the R&A said his actions were "inadvertent". They were being kind. No chance that was inadvertent. He knew exactly what he was doing when he went stomping through the fescue. He went in there with intention.
Totally a penalty. He earned it. Good on the R&A for not being soft on him.
IMO it wasn't in his line of swing, then again I am a senior golfer who moves the ball everywhere
these days. Once in a while I will win a long drive in a captain and crew because I get to use the senior tees.
