I really believe that when he stated on tape that he just found classified files "downstairs," he had no memory of putting them there. What are going to do? Subpeona him and put him before Congress? He won't know where he is or who anybody is. All the people who perpetrated the fraud that he was the president for four years are gone. He travels with a single assistant. The real scandal was the implicit agreement between the puppetmasters in that administration and the media to conceal his utter senility for years and maintain the canard that he was in charge. It's a testament to how morally bankrupt journalism is that we have had so few investigative reports even beginning to try to get to the bottom of it.

I was listening to someone awhile back, I think it may have been Yuval Noah Harari (author of Sapiens) and I don't remember exactly how it was put but it was something like:

Now this doesn't make the fact that fellow humans will deny objective facts any less frustrating, but it does explain why it happens. Obviously confirmation bias is heavy at play.
