Why create a private diary on a government server?

Well, for starters, he initiated the diary in 2001, when virtually no one knew who he was or what he
he was doing...which was devoting his life to keeping the American people safe from biological threats to their health and very lives....Then came SARS-CoV-2...and Trump.
