Why is California spending millions(!) giving out free meth/crack pipes?
What societal benefit is there? I understand the argument for needles, but pipes? I'm sure there is a reason. Anyone know?
Meanwhile, I can't buy sudafed without being tracked by the government in my state. Does California give out free sudafed as well, to help people make meth? Heck, why not just give out free meth?

The answer is in their name of the program.
They think it is “harm reduction”….like the free needle programs.
They soend millions on a “harm reduction program that chooses to give out free crack pipes as one strategy.
If I were you, I’d want to know where they are choosing to spend all of the rest of that money given their choice on the pipes.
If it was of interest to me, I’d definitely inquire about it…
Being that California is a donor state, unlike your welfare state, the money spent on harm reduction is a drop in the bucket. It doesn’t affect me one iota.
