The second problem I have is that you essentially have an unelected official making the decision. We all know it is a 2-2 vote and neither side will move, especially the four you recommend above.
So, the gubment reopens now and we are back to this same craphole in 90 days because no one will stick to their word. They are politicians and every one of them lies.

Also like the former base closure commission. None of these profiles in courage wanted to vote to close an uneeded base in their state or district. So they delegated it to this commission and then voted up or down on the whole package.
