Some of these cities are rapidly descending into dystopias. How could they not, when you package together all these horrendous, moronic policies?
Go to page eight of the proposal. The "smoking kit" is on there. Right under the "safe sex kits." You know, because in places like San Francisco, getting condoms and needles and pipes in the hands of the homeless are real problems. The sidewalks and streets and beaches are certainly testaments to that struggle.
