It has been invoked already, but Trump hasn't needed to use it since the companies agreed
to his requests. He answered this in his presser today which CNN and MSNBC (your main sources) stopped covering when they found out that they were helping Trump in their polls.
He said that he did invoke it in 2 minor cases thus far, but not in any significant way because he hasn't had to, but he made it clear that this was invoked so that the potential threat does exist.
