Organizational scientists have conducted many experiments which all confirm that when things are good for any group the best approach to success is to be as visible as possible, even if you have nothing to do with the positive situation... AND... when things are going poorly, to hide! Jimmy Carter was an unwitting victim of the rise of OPEC, which devastated the US economy and resulted in his defeat. He had no blame in that unhappy moment but nonetheless got tagged. Regardless of whether Trump deserves liability for the COVID crisis, if it is not mostly resolved by November and the economy is not on a serious upswing in battleground states he does not have a snowball's chance in hell of being re-elected.
When 9/11 happened it helped W. Bush politically b/c he was a serious leader in grave times and the country rallied around him. Instead of accepting the gravity of the situation, showing courage, and accepting the challenge that COVID has brought, he's continuously downplayed the severity of it from Day 1 and has actively undermined efforts to bring the virus under control....efforts that have been largely successful in the rest of the world where people believe scientists.
There is a reason all the current hotspots (per capita) in our country right now are in red states, despite the fact that those states have less dense populations, which should help them. Trump has made what should have been a uniting moment divisive, and the country and economy are suffering b/c of it.
I still Bill Clinton had it write when he said its all about the economy.
For them, Trump is a tv celebrity who matters only if the state of the country is impacting them personally next fall.

He was saying that even if it isn't fair, the voting public will hold him responsible. At least that's how I read Curly's post.
I say that because I agree with your post as well. I just don't think it addresses Curly's point.
