US Commerce Secretary Lutnik has known Carney since their days together at GS.
He had worked a deal for many months with Canada's top negotiator who knew that he had a good deal. Lutnik even talked to Carney twice in last day before everyone agree.
Then Trump announced it as planned.....and Carney backed off.
Carney will be back with a boatload of negotiators after their Falle elections in late October - in particular, Carney is trying to defeat the Sovereignty Party movement in Quebec and and Independence Resolution in Alberta.

1. Carney is barely Canadian. He did a disastrous job with UK banking. He is a Goldman Sachs guy, a Harvard lib, and a Globalist extraordinaire. He also appears to have an agenda above the well being of the Canadian people.
He proved that by walking away from a deal that would have been very favorable to Canada in order to try to weaken Trump before midterms.
Canada just needs to say thanks. They’ve been on the tit long enough.
