I would think your argument is with the NYPD and your assessments about crime should be directed to the Sixth Precinct of the NYPD and as far as your statement "..a spike in crime in NYC. It's actually happening all across the nation," perhaps e referenced link might be appropriate to support your contention.

Crime has hit the high end stores in Chicago.
The store owners stand there and take it. Mayor, police chief, prosecutor all don’t care. These businesses will vote this group in again.
