it means California has done next to nothing over the last 50 years to build an infrastructure to su
pport its population. California has access to water, it just chooses to let it flow out to the ocean rather than building reservoirs and aqueducts. It's much easier to blame climate change than actually try to harvest resources.-

I think you're getting 'heatstroke'...the proper response to what's going on is 'Desalinization',
which some forward thinking counties have done, while others have rejected the idea.
Spending taxpayer dollars for reservoirs in the desert to catch the rain from a rare hurricane in Mexico is......let's just say "Un-wise".
