Perhaps, but the Digger horror stories are many.
As usually happens, the person hired to replace him was the opposite, the perfect gentleman, John MacLeod. Never wanted any coach to get over the hump more than him at ND.

They are...and MacLeod was awful unfortunately.

Slow playing against BYU was his biggest mistake, that game shouldn't have been close
but in the end it was the BIg East that killed Phelps. All in all the 70's to mid 80's were golden times for ND basketball. The Pit earned it's name back then.
