Since he signed in December, the staff didn’t have to call him, worry about other schools calling him, or spend any time on his recruitment. He was in fold. Announcement or not, it doesn’t add to Notre Dame’s workload or allocation of resources. They just keep quiet and let him have his moment at his school.

Like the other high profile recruit from his school he waited to go public until today’s ceremony at the school. Absolutely nothing wrong with that. He said throughout the process that his public announcement wasn’t going to happen until the ceremony. And if he did previously sign the LOI while waiting to make it public, that is actually a very mature way to handle it. It alleviated any worry ND might have about a last-minute flip. There is nothing that says “high maintenance” here, and your baseless criticism is ultra douchey.
