1) When he put his name into the transfer portal, what interest was shown? Curious, because he transferred to ... BC?
2) What is the basis of his application for a waiver?

Coaches do not keep great QBs on the bench because they are obstreperous. He looked bad in the 2019 Blue-Gold game.

because he supposedly didn’t fit the system.
He languished in the old Continental Basketball Association for seven years because no one in the NBA would give him a chance. When he got a chance, he stuck for 8 years.
Sometimes - make that oftentimes - coaches sit the better player for whatever reason. Look at Dexter Williams. He languished on the bench for three years even though he was clearly the better running back than Josh Adams.
Plus he didn’t get arrested.
Adams 3 year career at ND of 480 rushes averaged 6.7 yards per carry. In his 4 years, Williams averaged 6.4 yards per carry.
4 rushes for 11 yards in Williams’ rookie season- Green Bay didn’t trust him either.

showing what an exceptional RB Adams was for ND, but it's irrelevant. Williams would have had even better statistics if given the chance, therefore he was "clearly the better running back". QED

in my opinion, the best ND RB, he was one of the best players period.

Cmon now...what in the world did you want them to do, they played the QB who won the job, and gave them their best chance to win games which is what they are paid to do..

In that article, he alludes to development. It will be interesting to see what happens to him at BC. I’ll be rooting for him. Change can be a good thing and I’m sure the pressure there will be less for him than at ND.

got in a few games to see what he could do.

its not just kELLY Coaches seem to let the starting QB in way past what is necessary, wasn't Saban criticized for having Tua in still games past romps..I see Tom Brady, maybe the GOAT, in games past being over, all the time..
In not saying that's right, I agree with you, but coaches do it...AND while a few extra reps would have helped his development, it wouldn't have kept him at ND
I was as sick as anyone to see him leave, with the rich Tradition of western, Pa QBS, ND has in Hanratty, Clements, Montana wasn't Lujack too...I was hoping we could add Phil to list Good luck to him..

him, did not develop him, and did not allow him an opportunity to show what he could do. We'll likely never know the truth. I do agree that he never got much of a chance to show what he could do, even in those games where he could have played. Good luck to him and I hope he has made the right decision.
wrong on this. Lots of talent below the ears, No confidence above them.
hopefully, with a new coach who is willing to trust him, he can solve this problem. He has NFL level physical talent.
He had a very good QBR playing with scrubs in mop up duty. It would have been even higher without dropped balls. The few times he was allowed to throw he completed his passes.
Confidence was not Phil’s problem moving forward.
Confidence in him caused the transfer.
You don’t develop without reps and meaningful playing time. He needed more reps in blowout games.
rees is a cop-nad kicking goofball.
What was he going to teach Phil?
How to bomb out in the NFL?
Dane Crist was physically fragile.
Phil is a tough kid.
Time will tell.

Phil performed well in mop up duty.
His QBR is proof. So is the film.
Kelly has a history of poor development of QBs.
Phil had the guts to say no.
