Texas has now cancelled theirs because of the long 2024 schedule. Others have made modifications. Of course, I wonder how this will affect ND's Blue/Gold game in years to come if they continue to make long runs in the playoffs.

The portal window is right after spring ball. Programs watch these games looking for talent in the 2nd/3rd string, and then start enticing these guys. Coaches want to eliminate that opportunity.

I can imagine Urban Meyer, during his Florida tenure, poaching the talented folks on the second string rosters of many a program, and these spring games would have been a fashion show for him.
He was able to sway a ton of folks by being his usual slimy self back when our committed recruits were often times the target of his poaching, and these were guys at positions of need.
In this day and age of the transfer portal, he would have definitely looted plenty of developed talent with his slickness.
He tended to select schools where the resources were abundant, which would have made quite a few things easy for him in terms of roste building. And as you noted, he was a master poacher, so his tactics not being limited to pre-Signing Day would have expanded his slimy reach.
Other things may have worked against him: Guys he made the bogus promises to wouldn't have been stuck on the roster and limited by the transfer/sit-a-season-out rule....they'd have been able to jump ship right away. This also would have impacted his practice depth, as the non-stars he treated like dirt would never have stuck around. And, the fact that everyone would've been getting paid would've limited his under-the-table deals.
On the balance, I believe he'd have come out ahead and probably been about as successful as he was.
