The obvious answer is no, there would not even have been a review. It's corrupt, plain and simple.
On the first play after the touchback, there were somehow 26 seconds on the clock after the extended scramble and incomplete pass. Go back and watch it - there's no way. They also ignored a clear Holding.
On the 2nd play, they added a second back on the clock to make it 19 seconds instead of 18.
We, of course, know what then happened on the final play. And regardless of whether you buy the Big Ten's official statement on the Review Process, there is no possible way that the standard of "Indisputable Evidence" applied here. Zero chance.
