Dropped Pierre Garcon for Brandon Tate. Good Idea or No?

Garcon hasnt done crap this season so i had im on the bench, but i need a WR on my first team that can return alot.

Level 1
Tate had a kick return against my dolphins and should be thrown to more now that Moss is gone
